Citizens Bank Names New Branch Manager.

NEVADA CITY, Calif. -- Citizens Bank of Northern California (the Bank), subsidiary of Citizens Bancorp (OTCBB:CZNB), announced today that Joshua (Josh) McGovern has been promoted to Vice President and Branch Manager of Citizens Bank's Olympia Park branch located on Sutton Way in Grass Valley, CA. Josh succeeds greatly respected banker Barbara Kosher.

"Josh joined our Bank in 2006 after a long commitment to his family's business as Operations Manager at Ben Franklin," said President and Chief Executive Officer, Judy Hess. She added, "Josh's 15-year career in all aspects of business operations and management, along with working side by side Barbara and our customers, made him the natural choice to succeed her."

"I am excited to continue the tradition of service that has become known as "The Citizens Bank Way" and to be part of the team that will lead Citizens Bank into the future," said McGovern. He added, "Having grown up in our community, I have seen the challenges that face our local businesses and I'm proud to be part of the solution in helping our business community grow and prosper." A business administration graduate of Menlo College, Josh has been a member of our community since 1973. Involved in youth sports, he lives in Grass Valley with his wife and two children.

Founded in February 1995, Citizens Bank, headquartered in Nevada City, became a wholly owned subsidiary of the Company in 2003.
