: A) today announced that Cingular Wireless has selected the Agilent acceSS7 Location solution for Abis monitoring. Cingular plans to use the solution to comply with the requirements of Phase II of the U.S. Federal Communications Commission Federal Communications Commission (FCC), independent executive agency of the U.S. government established in 1934 to regulate interstate and foreign communications in the public interest.  (FCC (1) (Federal Communications Commission, Washington, DC, www.fcc.gov) The U.S. government agency that regulates interstate and international communications including wire, cable, radio, TV and satellite. The FCC was created under the U.S. ) E-911 mandate, which requires service providers to provide location information for wireless 911 callers to public emergency service agencies.

Its purpose is to manage the radio link between mobile phones and a telecommunication core network. , providing the required RF channel information to enable the U-TDOA (uplink time difference of arrival) location network. This approach allows U-TDOA to work across all GSM radio access network vendors' infrastructure utilizing all types of handsets to allow emergency personnel to direct services to 911 callers.
