Cincinnati Bell Telephone files for PUCO rehearing.

In its application, CBT is using the regulatory process to ask the PUCO to reconsider its certification of Time Warner.

The application for a rehearing is based upon at least eight aspects of the PUCO's ruling. They include whether the PUCO has the authority under Ohio law to grant certification, whether the limitations placed upon the presentation of evidence at the May 31, 1995 public hearing were reasonable, and whether limiting the issues to Time Warner's technical, financial and managerial qualifications provided sufficient basis to support the granting of a certificate.

"Among the points raised by CBT in the request for rehearing," said Barbara J. Stonebraker, senior vice president of CBT, "is that the public interest should have been determined prior to the issuance of a certificate. The law in Ohio outlines how the process should work and it has not been followed.

The introduction of new competitors, if not properly handled, could lead to increases in the cost of residential telephone service for many Ohioans, Stonebraker continued.

"We believe the potential for price increases is a surprise to most Ohioans. This and other important issues should be of great concern to the telephone consumers of Ohio. Those issues have not yet been addressed," said Stonebraker.

Cincinnati Bell Telephone provides modern telecommunications products and services in a three-state area including portions of Ohio, Kentucky and Indiana. The company has 897,000 access lines and has customers in an area covering more than 2,400 square miles A square mil is a unit of area, equal to the area of a square with sides of length one mil.
