Cignal Global Communications Appoints Top Telecom Management Team to Build International Telecommunications Company.


CAMBRIDGE, Mass.--(BUSINESS WIRE)--July 8, 1998--Cignal Global Communications, Inc., announces the appointments of three new members to its executive team: Meg Charles, former international regulatory partner at Swidler & Berlin, joins as General Counsel and Vice President Strategic Planning Strategic planning is an organization's process of defining its strategy, or direction, and making decisions on allocating its resources to pursue this strategy, including its capital and people. ; John B. Skinner, former Senior Vice President at British Telecom The telephone and communications carrier that provides services in Great Britain and Northern Ireland. It used to be a division of the British Post Office, but was privatized in 1984 under Margaret Thatcher's administration.  /Concert, as Senior Vice President of Network Engineering and Operations; and Bryan Van Dussen, former Director of Telecommunications Research at the Yankee Group (the Yankee Group, Boston, MA, www.yankeegroup.com) A major market research, analysis and consulting firm founded in 1970 by Howard Anderson. It provides general consulting and strategic planning in the computer and communications field. , as Vice President of Marketing.

Cignal is deploying a global ATM network using a patented voice over data technology to deliver carrier-class international voice and data services to carriers and ISPs. These appointments are a first in a series of top-level management positions that Cignal will be making over the next two months as it builds out its network to 8 countries by year end 1998.

Meg Charles was previously a partner at Swidler and Berlin, Chartered, a D.C. based telecommunications law firm. At Swidler and Berlin, Ms. Charles specialized in international telecommunications regulatory policy and has represented such companies as Facilicom International, Pacific Gateway Exchange Inc., Primus Telecommunications Inc., and Viatel Inc. She obtained the first FCC (1) (Federal Communications Commission, Washington, DC, www.fcc.gov) The U.S. government agency that regulates interstate and international communications including wire, cable, radio, TV and satellite. The FCC was created under the U.S.  approved alternative accounting rate for a telecommunications company See telecom company.  and has appeared before the FCC for various international policy rule making proceedings. Charles I, 953–992?, duke of Lower Lorraine (977–91); younger son of King Louis IV of France. He claimed the French throne when his nephew, Louis V of France, died (987) without issue, but he was set aside in
 responsible for Cignal's legal matters including obtaining international licensing and finalizing partnership agreements. In addition, Meg Charles is charged with strategically positioning Cignal in countries where telecommunications regulations are or will be liberalizing.

John Skinner was recently Technical Director of Networks and Systems for Telfort BV in the Netherlands where he designed and deployed Telfort's network infrastructure. Prior to joining Telfort, he held senior-level positions at Concert, the BT/MCI global joint venture, including VP, Global Engineering and Operations from 1993-1995. In this role, Mr. Skinner oversaw and managed Concert's global deployment and operations. Mr. Skinner assumes complete responsibility for designing and deploying Cignal's network including carrier agreements, equipment installation, circuit acquisition, the selection and implementation of network management, customer care and billing systems, along with technology procurement. Mr. Skinner has 28 years of experience in telecommunications.

Prior to joining Cignal, Bryan Van Dussen directed the Telecommunications Research program at the Yankee Group, a leading telecommunications market research consultancy. Mr. Van Dussen was responsible for all of the Yankee Group's US telecommunications research including studies covering the CLEC (Competitive Local Exchange Carrier) An organization offering local telephone service that is not one of the traditional telephone companies. The Telecommunications Act of 1996 allowed competition to the incumbent telcos (ILECs), enabling new companies (CLECs) , long distance and local telephone markets. Mr. Van Dussen also worked as a Principal Analyst in the Yankee Group's London office for three years, researching the European telecommunications industry. In all, Mr. Van Dussen has over 15 years of experience in the industry. Mr. Van Dussen is responsible for developing the Company's international marketing strategy, corporate partnerships, product marketing, and public relations public relations, activities and policies used to create public interest in a person, idea, product, institution, or business establishment.
