SHCA's facilities master plan for St. Paul's identified several programmatic deficiencies. The Parish lacked a distinguishable entry and was without a handicap accessible entrance and accessible routes to large assembly rooms In Great Britain and Ireland, especially in the 18th and 19th centuries, assembly rooms were gathering places for members of the higher social classes open to members of both sexes. . The complex did not have enough room for parish administrative offices and lacked adequate space to house an expanding music program. In addition, a large reception space was needed.

The project includes construction of a Narthex narthex (när`thĕks), entrance feature peculiar to early Christian and Byzantine churches, although also found in some Romanesque churches, especially in France and Italy.  and elevator, a sensitive renovation of the historically significant townhouse town·house or town house
