The Desalter is a joint effort of SAWPA SAWPA Santa Ana Watershed Project Authority (Riverside, CA) SAWPA South African Wood Preservers' Association , Inland Empire Utilities Agency, Orange County Water District Orange County Water District (OCWD) manages the large groundwater basin that provides reliable, high-quality groundwater to 20 cities and water agencies and their 2.3 million customers in north and central Orange County, CA. and Western Municipal Water District. In addition, The Bureau of Reclamation and the State Water Resources Control Board provided project funding. The Desalter is a significant milestone in groundwater cleanup in the Chino area, which has suffered from nitrate contamination for several years and had eventually become unusable. The project is also a prime example of the kind of projects that would be funded in the California Water Bond, Proposition 13. The Project will pump groundwater from 11 wells throughout the Chino Basin area to the Chino Basin Desalter, where reverse osmosis reverse osmosis n. The movement of a solvent in the opposite direction from osmosis in such a manner that the solvent moves from a solution of greater concentration through a membrane to a solution of lesser concentration. -- a purification process that many commercial bottled water companies use -- will clean the water to drinking water standards. This high-quality water will then be pumped into the municipal water supply systems for the cities of Chino Hills, Chino, and Norco; and into the Jurupa Community Services District water system. The Chino Desalter Plant will produce more than eight million gallons per day of high-quality drinking water. Approximately 1.5 million gallons per day of the leftover brine will be transported by a regional brine line and subsequently discharged to the ocean. The Desalter will begin operations in April 2000. The Chino Basin Desalter is the first phase of a larger watershed plan, which will, by 2015, desalt de·salt tr.v. de·salt·ed, de·salt·ing, de·salts To desalinize.
