The Mainland Affairs Council The Mainland Affairs Council (MAC) (Chinese: 大陸委員會; Pinyin: Dàlù Wěiyuánhuì) is a cabinet-level administrative agency under the Executive Yuan of the Republic of China (Taiwan). in Taiwan said the sites were previously blocked due to fears that they would be used to spread anti-Communist propaganda. It claimed users in parts of China such as the Pearl River Delta The Pearl River Delta Region (PRD) in China occupies the low-lying areas alongside the Pearl River estuary where the Pearl river flows into the South China Sea. Since the "Open Door Policy" was adopted by the Communist Party of China in the late 1970s, the portion of the delta in had been able to access the sites during the last two weeks. However, while the United Daily was found to be accessible in Beijing, the China Times was not. China's Taiwan Affairs Office stated that Beijing regulates the Internet, but claimed Internet policies are not aimed at a particular website or region, nor are there different standards for policies in different parts of the country. The Taiwan government has tried to have the bans lifted for more than a year and the council claimed China is facing pressure from its own citizens.
