Non-disclosure provisions of the agreement preclude discussion of specific terms and conditions. Raville stated that implementation of the custom telecommuting program is underway, and he expects successful results, which would have a material positive impact on the financial performance of Charter. The Company estimates that the first telecommuters will come online before the end of the year. Raville said, "The development of this program has been more than a year in the making, and we are excited to have been chosen to lead this aggressive telecommuting project."

Charter Director of Telecommuting Carl Sugden pointed out that Charter provides a single source solution that enables companies to deploy employees in a work at home environment. The Charter solution facilitates the transition of employees from the office to the home by offering a turnkey platform that bundles telecommuting policy development, system design, telephony and network connectivity, complete hardware and software for the home, in-home maintenance, network management, and help desk support. "It was Charter's hands-on expertise in identifying the goals of the telecommuting program, and solving each of the technical and non-technical issues that was critical to winning this bid," said Sugden.

Charter believes this agreement demonstrates the success of its strategy to create integrated Internet, voice, video and data solutions for businesses. Raville concluded that with this agreement, "Charter has now emerged as a major force in building and managing national telecommuting programs. This agreement sets the stage for the strategic expansion of our telecommuting efforts in 1998."
