With more than 20 years of consulting experience in the energy field, Steve George returns to CRA as a vice president and will work out of the firm's Palo Alto office. Prior to returning to CRA, Dr. George was a vice president at PHB Hagler Bailly. He is an expert in electric utility restructuring, utility planning and business strategy, market research, and demand modeling and forecasting. In addition to his previous positions at CRA and PHB Hagler Bailly, Dr. George was also a vice president at XENERGY Inc.

Paul O'Rourke also returns to CRA from PHB Hagler Bailly, where he served as the head of that firm's Retail Strategy & E-Commerce Practice. His areas of expertise include energy industry strategy development, technology and market assessment, marketing management, and organizational analysis. Dr. O'Rourke's clients have included many of the largest investor-owned electric utilities in the United States.
