The maquiladoras are generally owned by non-Mexican corporations. , and education are then reviewed. Rural development, groundwater management, and the environment are considered next. The remaining papers discuss legal, political, and social change and consider such topics as the judicial system and human rights, the political participation of women, church and the state, Mexico-US migration, the role of nongovernmental organizations in environmental and human rights policy, and the Mexican labor movement.
