The GAO ran a test of call centers that are supposed to answer billing questions from doctors and hospitals. In the test, researchers made 60 calls and asked three common questions. They received complete, correct answers just 15% of the time. Roughly one in three answers was entirely wrong and just over half were incomplete.

The GAO also noted that bulletins sent to doctors were typically more than 50 pages long, poorly written and hard to understand. The information provided on contractors Web sites was not much better.
