Once a commercial port for Los Angeles, it is a residential and resort city with a protected harbor and an excellent marina. Each chamber of commerce usually has an elected board of directors, and its work is done through committees. Among the activities frequently carried on by these committees are industrial surveys and efforts to attract new industries to the city, the provision of information and advice to government on topics ranging and Visitors Center saw the largest budget increase in 2005, increasing 17.8 percent. Industry Manufacturers' Council is the third fastest growing chamber with a nearly $1.3 million budget, up $182,000 or 16.6 percent compared with 2005. As the City of Industry's chamber, Industry Manufacturers Council has over 2,500 members making it the largest chamber in the county by membership. The 25 largest chambers of commerce in L.A. County have an average minimum membership fee of $277 and combined membership of 19,218 businesses. THE PACESETTER LOS ANGELES AREA CHAMBER OF COMMERCE The largest chamber in L.A. County saw its budget surpass $5 million in 2006, up 8 percent from the previous year. Gary Toebben took over as president and chief executive of the chamber on July 1 following the resignation of Rusty Hammer. Hammer, who left for medical reasons, turned around the organization after a prolonged decline, helping to set up a transportation coalition while growing membership. "I want to build on the foundation that Rusty Hammer created," said Toebben. "I want to be more aggressive in advocacy with local, state and federal governments." Toebben, who joined the L.A. Chamber after serving as president of the Northern Kentucky Chamber of Commerce, hopes Chamber-led advocacy will help secure funding for infrastructure through the Mobility 21 coalition. "We are competing with other parts of the country and they have been able to speak with one voice," said Toebben. Mobility 21 supports Propositions 1A-1E, which will appear on the November ballot. The chamber itself has contributed $200,000 from a fundraiser for the campaign. The ballot initiatives will provide funding for roads, schools, water and the environment. Founded in 1888, the L.A. Area Chamber of Commerce has 1,500 members. Toeben expects membership to increase in 2007. "We expect to add 50-100 net new members in the coming year," he said.
