Capable of emitting sound or speech. vocal pertaining to the voice. against city council decisions that effect economic development. Time has almost run out for Thunder Bay to be eligible for $15 million in Heritage Fund money for waterfront development. The chamber wants a plan in place that will allow the city to ask for an extension on meeting conditions for the granting of the money.
