See Usage Note at council. coun Susan Chalifoux Zephir, a businesswoman and local activist, has decided to run for state representative in the 4th Worcester District, which is composed entirely of Leominster. Ms. Chalifoux Zephir, a Democrat who grew up in Leominster, is running for the seat held by Jennifer L. Flanagan, who is running for state Senate in September. Ms. Chalifoux Zephir, 53, served on the City Council from 1995 through 1997 and was chairwoman of the Finance Committee during that tenure.
