This report summarizes Mr. Arcari's informative presentation, "Study and Exceed." Why Certification? Amazingly, the Department of Defense (DoD) employs about half of the federal government's workforce involved in financial management. Consequently, DoD has a broad and unique body of financial management knowledge, skills, and abilities. Notwithstanding this immense scope of expertise and specialization, a General Accounting Office (GAO) report indicated that DoD financial managers lack the training and certification to account for the Department's resources. As one result of that report, ASMC worked with DoD senior officials to launch a certification program to ensure that personnel in the resource management field will have the basic knowledge to be "good fiduciary agents" and "good stewards of public resources." The ASMC certification program rewards only test-based certification; nobody is "grandfathered." Additionally, the certification program rewards performance, not length of service. As such, the certification program provides quality assurance. As Mr. Arcari pointed out, certification indicates that a career resource manager meets a competency COMPETENCY, evidence. The legal fitness or ability of a witness to be heard on the trial of a cause. This term is also applied to written or other evidence which may be legally given on such trial, as, depositions, letters, account-books, and the like. 2. standard, and it facilitates personal and professional growth and development. Mr. Arcari further stated that certification makes the resource manager more professionally competitive. That is, certification can lead to career advancement and other incentives. Passing the certification examination also can be a source of personal pride and satisfaction. Subject to the local commander's approval, foreign national employees also may rake the exam; however, no extra time will be given to local nationals to complete the exam. Registration Qualified candidates can register for the exam by visiting the ASMC website at www.asmccertification.com. The registration fee is $35 for ASMC members and $70 for nonmembers. The registration is good for two years. Cancellation of a scheduled exam can be made up to 48 hours (two business days) before the test date without incurring a financial penalty. Upon receiving written confirmation of registration from ASMC, the candidate can schedule an appointment to take a test module or modules at the nearest test center. The cost per module is $95. Training and Preparation Throughout his presentation, Mr. Arcari stated that the exam is challenging but fair. To prepare for the exam, the candidate can visit the ASMC Web site at www.asmconline.org or www.asmccertification.com. The site has valuable study and reference materials to help prepare for the exam. Additionally, ASMC offers a five-day Enhanced Defense Financial Management Training Course. DoD provided $1.6 million to support this course through fiscal year 2005. The U.S. Department of Agriculture is the principal ASMC-licensed provider for the course. In fiscal year 2000, the course was conducted in 28 cities and at 6 overseas locations. Sixty-eight classes are scheduled in fiscal year 2001. The computer-based examination contains three modules that can be scheduled in one, two, or three visits. Each "seating" is not to exceed two hours. Therefore, the ASMC recommends sitting for one module at a time. There is no restriction on the frequency of retests. ASMC has signed an agreement with DANTES to deliver a paper version of the CDFM examination to education sites in overseas locations. If a work schedule precludes a resource manager's efforts to achieve the 80 hours within the two-year limitation, he or she can notify the ASMC in writing to request an extension of the deadline. Results to Date Mr. Arcari presented some impressive statistics at PDI 2001. Thus far, 1,028 DoD resource managers have registered to take the exam, and 301 have passed all three modules. In addition, personnel have passed 202 individual modules. The statistics definitely support taking the exam and also validate Mr. Arcari's statement that the test is challenging but fair. The Military Departments have asked ASMC to develop an Internet version of the course. Mr. Arcari stated that the Internet course will be ready in fall 2001. Like the 40-hour DANTES course, the Internet course also is centrally funded.
