The HDTC is a non-profit organization A non-profit organization (abbreviated "NPO", also "non-profit" or "not-for-profit") is a legally constituted organization whose primary objective is to support or to actively engage in activities of public or private interest without any commercial or monetary profit purposes.  whose purpose is to advise government, business and the public on homeland defense technology issues. The HDTC is comprised of representatives from both the public and private sectors who will assist in coordinating local, state and federal efforts to acquire and utilize new and innovative technologies for the Homeland Defense.

As a Director for the Council, Dr. Coughlin will be involved in initiating peer review processes and helping establish industry standards for biodetection devices, in cooperation with the Interagency in·ter·a·gen·cy

Dr. Coughlin has also been named as the Council's Washington liaison, and as such, will be a direct representative to the Federal Government for the HDTC. Coleman, Executive Director of the HDTC said, "We are very pleased to have Dr. Coughlin's active participation in the HDTC because of his experience with the government in commercializing advanced technologies."
