Hurriyat chief Abdul Ghani Bhat is expected to lead a delegation of separatists for talks with home minister P. Sources in the Union home ministry said Prime Minister Manmohan Singh could invite the separatists for dialogue when he visits Jammu and Kashmir Jammu and Kashmir: see Kashmir.

The AIHC's executive council is set to meet in Srinagar on Wednesday to finalise their strategy for the proposed dialogue.

The Centre's dialogue with the separatists has been stalled since May 2006, when Hurriyat decided to boycott the round table conference chaired by Singh. J& K chief minister Omar Abdullah will also be a part of the dialogue.

" But the home ministry has made it clear that composite dialogue process with Pakistan remains stalled since 26/ 11," a senior official said.

On September 18, Chidambaram had indicated that there was progress towards initiating talks with Kashmiri separatist groups. " At this stage, I am not willing to share it in great detail but I will only tell you that yes, there is some progress," he said, when asked if the Centre would initiate talks with the AIHC. Farooq, meanwhile, said: " We will respond positively to the offer of talks from the Indian government. Hurriyat's response will be guided by the aspirations of the Kashmiri people." But the home ministry is disturbed by the fact that Farooq attended the Organisation of Islamic Conference ( OIC "Oh, I see." See digispeak.

Farooq met Pakistani President Asif Ali Zardari Asif Ali Zardari (Urdu: آصف علی زرداری) (Sindhi:آصف علي زرداري) (born July 21, 1956) is the chief of the Zardari tribe and the  at the OIC meet and also accepted his invitation to visit Pakistan soon.

The Centre has criticised the OIC's decision to appoint a foreign envoy for J& K. " It is regrettable that the OIC has commented on India's internal affairs. We condemn and reject this. Inherent in the OIC's statements and actions on the issue of J& K is a complete inability to understand India's position," the ministry of external affairs said in a statement.
