In order to qualify, nominees had to be headquartered in the United States and have annual corporate revenue of at least $50 million. Projects had be installed and in operation no later than January 1, 2001. Entrants could not be developers of digital hardware, software or services for commercial sale to other enterprises; however, they could nominate customers as entrants.
