Determining factors include a comprehensive, written safety program followed by the company and all other contractors on the jobsite; mentoring other contractors on the company's jobsite to achieve higher safety levels; training all field construction supervisory personnel in worksite safety; providing evidence of employee involvement in all levels of the safety and health program; a substance abuse program; and no willful, repeated serious safety violations, or fatalities or catastrophes resulting in serious or willful citations in the last three years.
