Center on Budget and Policy Priorities The Center on Budget and Policy Priorities (CBPP) is a non-profit think tank which describes itself as a "policy organization ... working at the federal and state levels on fiscal policy and public programs that affect low- and moderate-income families and individuals.  (www.cbpp.org) is an organization that works at the federal and state levels on fiscal policy and public programs affecting low- and moderate-income families and individuals. The center conducts research and analysis on proposed budget and tax policies, develops policy options to reduce poverty, and examines the impact of proposed policies on the economy and on federal and state budgets.
