Center honors DAV founder.


Vice Chief of Naval Operations The Vice Chief of Naval Operations (VCNO) is the top deputy to the Chief of Naval Operations, in the United States Navy. Appointed by the President of the United States under authority of an act of March 5, 1948 (62 Stat. 67).  Mike Mullen, 2nd from right, unveils a sign designating a three-building complex at Joseph House for Homeless Veterans in Cincinnati as the Captain Robert S Robert, Henry Martyn 1837-1923.

American army engineer and parliamentary authority. He designed the defenses for Washington, D.C., during the Civil War and later wrote Robert's Rules of Order (1876).
