NYNEX New York Network Exchange
 (NYSE:NYN) and U.S. WEST (NYSE:USW).

The agreement calls for a 60-day trial to include five cell sites.

Bob Dahut, CTS President, said: "We are very excited by the opportunity to work with this group of carriers, especially considering the size and strategic nature of their various U.S. markets. CTS has already successfully completed a market test of the Blackbird Platform and PreTect application and we are confident that this trial will provide equally successful results."

The CTS Blackbird Platform is an integrated software and hardware system designed to provide an array of pre-call information management applications for wireless communications service providers. Blackbird's first such application, the PreTect fraud interdiction INTERDICTION, civil law. A legal restraint upon a person incapable of managing his estate, because of mental incapacity, from signing any deed or doing any act to his own prejudice, without the consent of his curator or interdictor.

system, is aimed at the growing problem of cellular fraud involving the use of counterfeit or "cloned" phones. Cloning has become a major issue for cellular service providers, costing the industry approximately $500 million annually according to CTIA (1) See CompTIA.

(2) (Cellular Telecommunications & Internet Association, Washington, DC, www.ctia.org, www.wow-com.com) A membership organization founded in 1984 that is involved with regulatory and public affairs issues in the wireless industry.

PreTect uses patented signal processing or radio frequency "fingerprinting" technology to accurately distinguish between legitimate customers and counterfeit users on a pre-call basis. The system captures a cellular phone's unique frequency pattern at the cell site, before it enters the service provider's system, and compares it, along with other information, to customer validation data stored on a computer. PreTect can then automatically interdict interdict (ĭn`tərdĭkt), ecclesiastical censure notably used in the Roman Catholic Church, especially in the Middle Ages. When a parish, state, or nation is placed under the interdict no public church ceremony may take place, only certain  and shut down a call if a proper match is not made.

CTS develops, markets and supports real-time information management systems for the wireless communications industry. The company's integrated data management platforms and software applications enable wireless communications service providers to more rapidly and cost effectively grow their businesses.
