Cellular Technical Services and Bell Atlantic Nynex Mobile sign contract to deploy Blackbird Platform and PreTect fraud prevention system.

SEATTLE--(BUSINESS WIRE)--October 15, 1996--Cellular Technical Services Company, Inc. (Nasdaq/NM Symbol: CTSC) ("CTS"), a provider of real-time information management systems for the wireless communications industry, today announced that it has signed a master purchase and license agreement with Bell Atlantic NYNEX Mobile under which CTS will provide its Blackbird(R) Platform and PreTect(TM) cellular fraud prevention system for use in Bell Atlantic NYNEX Mobile's cellular markets.

Under terms of an interim agreement signed earlier this year, CTS has already commenced deployment of its Blackbird(R) Platform and PreTect(TM) anti-fraud systems and is currently installing units in Bell Atlantic NYNEX Mobile's New York, Northern New Jersey and Philadelphia markets. In addition, Bell Atlantic NYNEX Mobile plans to begin initial deployment in its Washington, D.C./Baltimore and Boston markets during 1996.

PreTect uses patented signal processing, or radio frequency, "fingerprinting" technology to accurately distinguish between legitimate customers and counterfeit users on a pre-call basis. This system captures information from the cellular phone call at the cell site, before it enters the service provider's system, and compares it to validation data. PreTect can then automatically intercept and shut down a call if a proper match is not made. CTS's real-time roaming protection service provides seamless real-time roaming protections between markets using the Blackbird Platform and PreTect application.
