Cellular Technical Services Announces "Excellent" Results from Alpha Test of its "Blackbird" Fraud Interdiction System; Company Also Announces Signing of Software Contract.

SEATTLE--(BUSINESS WIRE)--Dec. 22, 1994--Citing a "modular platform architecture that offers significant performance and competitive advantages," Cellular Technical Services Co. (Nasdaq NM Symbol: CTSC CTSC Cathepsin
CTSC Clinical and Translational Science Center (University of California at Davis)

When the first round of bugs has been fixed, the product goes into beta test with actual users. For custom software, the customer may be invited into the vendor's facilities for an alpha test to ensure the  of the Company's pre-call fraud interdiction INTERDICTION, civil law. The test, conducted with Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  Cellular Co. was completed during the fourth quarter. It provided data to evaluate various fraud interdiction techniques, parameters for accurately identifying the "fingerprint" of cellular phones, and verification of the platform's ability to interface with the operational system of a large cellular service provider.

CTS Vice President of Engineering Dave Hoogerwerf, said, "The Alpha test provided an opportunity for us to collect and evaluate a large amount of operational data used to make critical enhancements for the production version of the application." Hoogerwerf noted that fraud interdiction would be the first of a "family" of pre-call software applications made available from the Blackbird platform. "What we've found is that the Blackbird platform, because of its modular-architecture design, can provide not only effective fraud interdiction capabilities for service providers, but it will also offer a host of unique pre-call data collection and management applications that can greatly enhance a carrier's total service.

"Perhaps most important, Blackbird's system architecture provides a basis for addressing both the current problem of home fraud and the growing issue of roamer fraud," said Hoogerwerf. Roamer fraud occurs when cloned phones are used outside a carrier's home market. Roamer fraud is more difficult to combat because of gaps in inter-market operating agreements between various carriers.

"Both A and B side carriers from across the country have expressed interest in Blackbird," said CTS President Bob Dahut. "We eagerly await production release after the Beta test A test of new or revised hardware or software that is performed by users at their facilities under normal operating conditions. Beta testing follows alpha testing. Vendors of packaged software often offer their customers the opportunity of beta testing new releases or versions, and the  and plan to aggressively market the platform based on what we believe to be significant operation, function and time-to-market advantages that Blackbird offers."

In a separate development, CTS announced the signing of a contract to provide certain of its Real-Time Data Real-time data denotes information that is delivered immediately after collection. There is no delay in the timeliness of the information provided.

Collection and Distribution software applications to another major cellular provider. "Modest revenue from the contract will be realized in the fourth quarter of 1994 and in 1995. More important, the agreement gives us strategic entry into another major carrier and enhances the potential for more significant application sales in 1995 and beyond," said Dahut. "Because of disclosure restrictions, we are not currently able to name the customer," he explained.
