Cartoon Network finished Third Quarter 1999 as the second-highest-rated ad-supported basic cable network, posting a record quarterly 1.2 total day household rating, an increase of 20 percent over the previous year.(a) Cartoon Network also had the highest total day household net delivery gain among all ad-supported cable networks (+136,000), helping the network set a quarterly household delivery record (up 25 percent). Cartoon Network's third quarter performance built upon its record-breaking second quarter performance as the number-one ad-supported basic cable network in average viewing time (six hours per household per week).

Cartoon Network's phenomenal audience growth with older kids and young adults has prompted an aggressive ramp-up of original programming and contemporary acquisitions, leading to the July announcement of Boomerang, a new, 24-hour animation network featuring classic cartoons and stars of the Hanna-Barbera library set for launch on April 1, 2000. Boomerang will target adults 30+ and young children, and will feature classic Hanna-Barbera characters The Amazing Chan and the Chan Clan
