Carpenter Technology Says Commerce Department Ruling Key Step Toward Fair Pricing For Domestic Stainless Bar.

"The final duty rates assessed against stainless bar imports from the five countries should go a long way toward correcting the current dumping practices and restoring an even playing field," said William J. Pendleton, Carpenter's director of corporate affairs.

The trade case also charged that Italian producers benefit from numerous government subsidy subsidy, financial assistance granted by a government or philanthropic foundation to a person or association for the purpose of promoting an enterprise considered beneficial to the public welfare.  programs and called for the imposition of countervailing duties Countervailing duties are a means to restrict international trade in cases where imports are subsidized by a foreign country and hurt domestic producers. According to WTO rules, a country can launch its own investigation and decide to charge extra duties, provided such additional  on stainless bar imports from Italy. Today's Commerce Department announcement included the imposition of a 13 percent countervailing duty on certain Italian producers.

Carpenter and other domestic producers also have four dumping orders in place on stainless bar imports from Brazil, India, Japan and Spain as a result of the recent five-year extension of the orders and duties originally imposed in 1995. In addition, stainless bar products are among those included in the steel industry Section 201 trade investigation initiated last year by President Bush.

A decision on the Section 201 action is expected in early March.
