Carollo Engineers Carollo Engineers is an environmental engineering firm specializing in the planning, design, and construction of water and wastewater facilities. The firm is headquartered in Phoenix, Arizona and currently maintains 25 offices in 11 states.  Thursday announced the naming of a new principal and a new associate in the water/wastewater engineering and construction management company's Phoenix office.

C.B. Hagar is Carollo's newest principal, joining the 32 other principals in the 67-year-old company. David A. Siebert is a new associate in the company that includes 426 engineering and construction management professionals and support staff located in 17 offices throughout the United States United States, officially United States of America, republic (2005 est. pop. 295,734,000), 3,539,227 sq mi (9,166,598 sq km), North America. The United States is the world's third largest country in population and the fourth largest country in area. . Carollo's Phoenix office includes approximately 106 employees.

Hagar joined Carollo in 1998 and has 29 years of experience in the planning, design and construction of water and wastewater treatment plants and distribution systems. He has completed more than 50 water treatment plant projects, many in and around the Phoenix area.

He has extensive knowledge in advanced water treatment alternatives, including membrane filtration, ultraviolet disinfection Ultraviolet disinfection is a form of wastewater treatment. It is commonly used in garden pond filtration systems to kill algae.

Large scale urban UV wastewater treatment is performed in cities such as Edmonton, Alberta.
, granular activated carbon and ozone processes.

His wastewater treatment experience includes numerous successful projects throughout Arizona and the Phoenix area. He was the project manager for the town of Gilbert's wastewater master plan and the planning of a 4 million gallons per day (mgd) water reclamation plant for the towns of Mesa and Gilbert, Ariz.

Hagar has been instrumental recently in the establishment of Carollo's newest office in Austin, Texas, where he was project manager on a pilot plant study for Austin's Ullrich Water Treatment Plant.

Siebert joined Carollo in 1986 and has more than 13 years of professional experience. He specializes in the civil engineering, design and construction management of water treatment facilities and major water systems, including project site development, roadways and flood control structures and drainage.

His project experience includes the design of the solids handling facility and the 80-mgd expansion at the cities of Phoenix and Mesa's Val Vista Water Treatment Plant.

He was also the project engineer for the preliminary treatment facilities for Phoenix's Squaw Peak Water Treatment Plant as well as the lead civil engineer for plant improvement projects for the Southern Nevada Water Authority's Alfred Merritt Smith Water Treatment Plant.

A registered professional engineer in Arizona, Siebert has a bachelor's degree in civil engineering from Arizona State University Arizona State University, at Tempe; coeducational; opened 1886 as a normal school, became 1925 Tempe State Teachers College, renamed 1945 Arizona State College at Tempe. Its present name was adopted in 1958.  and has completed additional studies in urban and highway drainage system design.
