Essentially, this license permits the Jockey club of Campos to receive and accept wagers on international simulcast horse racing horse racing, trials of speed involving two or more horses. It includes races among harnessed horses with one of two particular gaits, among saddled Thoroughbreds (or, less frequently, quarterhorses) on a flat track, or among saddled horses over a turf course with  signals. Carnegie Cooke has a contract with the Jockey Club of Campos to be its sole vendor of domestic and international horse racing signals through 2013.

The law under which the license was granted was passed only eight months ago.
