Mr. Ullman comes to this new position from the U.S. Office of Management and Budget The Office of Management and Budget (OMB), formerly the Bureau of the Budget, is an agency of the federal government that evaluates, formulates, and coordinates management procedures and program objectives within and among departments and agencies of the Executive Branch. , where he served as associate director for communications. He begins his duties immediately.

David Rubenstein David Rubenstein is the co-founder of The Carlyle Group, an American private equity firm. Mr. Ullman, 38, received his B.A. in political science from Binghamton University. He and his wife Kristen reside in Alexandria, Virginia.
