Kerns has been on the city's police force for more than 25 years. The appointment takes effect Oct. 17 and Kerns will serve as chief until a permanent hire is made. Ruiz said he expects that could take nine to 12 months. Kerns is eligible to pursue the permanent position but has not indicated whether he would do so. "Capt. Kerns is widely recognized for his integrity, operational expertise, effective leadership, and for his longstanding and strong relationships with many aspects of our diverse community," Ruiz said in a statement.
