The California Public Utilities Commission The California Public Utilities Commission (CPUC; also often commonly referred to as simply the PUC) [1] is a state Public Utilities Commission which regulates privately-owned utilities in the state of California, including electric power,  (PUC (Public Utility Commission) A regulatory body in every state in the U.S. that governs public utilities within its jurisdiction such as electricity, gas, oil, sewer, water, transportation and telephone service. Some states call it the Public Service Commission (PSC). ) has announced that Cap Gemini Telecommunications, a division of Cap Gemini America, has been chosen to assist the PUC as Test Administrator and Technical Advisor to ensure the quality and independence of Pacific Bell's Section 271 compliance testing. In this role, Cap Gemini Telecommunications will test Pacific Bell's Operational Support Systems (OSSs) to ensure they are operationally ready 1. A unit, ship, or weapon system capable of performing the missions or functions for which organized or designed. Incorporates both equipment readiness and personnel readiness.

Also known as the "Baby Bells," the initial seven RBOCs were Nynex, Bell Atlantic, BellSouth, Southwestern Bell, US West,  compliance with Section 271 of the Telecom Reform Act, as well as their depth in OSS interconnection. Separately, Cap Gemini Telecommunications announced today that it has established a formal practice, led by Cap Gemini Telecommunications industry veteran Jim Culbreth, to assist various state Public Utilities Commisions in performing the RBOC Operations Support Systems Operations Support Systems (also called Operational Support Systems or OSS) are computer systems used by telecommunications service providers. The term OSS most frequently describes "network systems" dealing with the telecom network itself, supporting processes such  (OSS) testing and technical support necessary to ultimately provide state approval for RBOCs to enter long-distance. According to Culbreth, national practice vice president at Cap Gemini Telecommunications, "We have tremendously deep experience helping both RBOCs prepare for 271 compliance and CLECs gain access to RBOC OSSs, and we recognized that we could leverage this expertise to help state PUCs audit and test RBOC OSSs. By leveraging this expertise, we believe we can better serve our customer base and ultimately further both local and long-distance competition for consumers."

With its recent acquisition of Beechwood, Cap Gemini Telecommunications has developed extensive 271 expertise spanning the entire process of detailed technical, business and regulatory issues associated with the unbundling A regulatory requirement that enables a competing service provider to purchase parts of the incumbent local exchange carrier's network in order to provide service to its customers. Acting in a consulting role to both RBOCs and CLECs, Cap Gemini Telecommunications has previously assisted in building gateways for the vital areas of pre-ordering, ordering, provisioning, repair and billing. Cap Gemini Telecommunications will leverage its knowledge and experience in OSS interconnection in its new PUC practice. Having established a separate practice to serve PUCs such as California, the company will insure protection of information between its RBOC practices, its CLEC (Competitive Local Exchange Carrier) An organization offering local telephone service that is not one of the traditional telephone companies. The Telecommunications Act of 1996 allowed competition to the incumbent telcos (ILECs), enabling new companies (CLECs)  practices, and its PSC (Public Service Commission) Same as PUC.  practice.

 of 1996 and supports the public interest goals of ensuring that customers enjoy the benefits of local competition before allowing RBOCs to enter the long distance market. Section 271 sets out specific terms and conditions, including a 14-point check list, that an RBOC must meet before their local PUC/PSC (Public Service Commission) and ultimately, the FCC (1) (Federal Communications Commission, Washington, DC, www.fcc.gov) The U.S. government agency that regulates interstate and international communications including wire, cable, radio, TV and satellite. The FCC was created under the U.S. , will consider approving that company's application to offer IntraLATA services in individual states within its franchise area.

In the Section 271 competitive checklist, RBOCs are required to "Provide access to unbundled network elements." These unbundled network elements include access to RBOC OSS functions and data. Section 271 also states that access to an RBOC's OSS functions and data must be provided through automated systems in adequate quantities that allow competitors to provision new customers, including pre-ordering, ordering, provisioning, repair and billing.
