In the 20th cent.  of Salt Lake City with a population of about 20,000. In the five-candidate October 6 primary, he placed third, failing to qualify for the November run-off.

Todd's supporters contributed $6,783 to his campaign, of which $3,694 remained unexpended after the primary. The October 22 Salt Lake Tribune reported that the candidate had sent a letter to each of his financial supporters, accompanied by "a refund check of 54.45 percent of the donor's contribution." And though he had contributed $4,000 of his own money to the effort, he "was refunding nothing to himself."
