Calls for coastal link to boost pavilion's refurbishment.


A SUCCESSFUL bid for funding to restore the Penarth Pier Pavilion has sparked fresh calls for a multi-million-pound coastal link between the town and Cardiff Bay Cardiff Bay (Welsh: Bae Caerdydd) is the regeneration area created by the Cardiff Barrage which impounded two rivers (Taff and Ely) to form a new 500 acre freshwater lake around the former dockland area south of the city centre of Cardiff in south Wales. .

Penarth Arts and Crafts arts and crafts, term for that general field of applied design in which hand fabrication is dominant. The term was coined in England in the late 19th cent. as a label for the then-current movement directed toward the revivifying of the decorative arts.  Ltd (Pacl) has been awarded pounds 99,600 by the Heritage Lottery Fund to develop plans for the ambitious scheme.

The Heritage Lottery Funding first-round pass means Pacl progresses to the next stage of the application process.

It now has up to two years to submit more detailed plans and apply for pounds 1.6m of support for the pounds 3.9m project which will restore the popular pavilion as a focus for heritage and community activities.

 for community activities as well as providing opportunities to learn more about our maritime, natural and social heritage.

"What's more, it is fundamental to the regeneration of the town's seafront."

The group will now finalise its plans, although these do not include a link between Cardiff Bay and Penarth.

However, warnings have been sounded that hopes of boosting the community as a whole will not be fully realised unless there is a direct coastal link between Penarth's seafront and Cardiff Bay.

The multi-million-pound project to build a headland link between the two collapsed two years ago when costs rose to pounds 21.5m and the Assembly Government effectively withdrew funding.

Professor Max Gillman, of Cardiff Business School, said: "Yes, the pavilion should be refurbished, but it will likely only be sustainable economically if the walkway from the barrage is built along the cliffs.

"This way all of the Cardiff Bay foot traffic to the barrage has an additional and exciting destination, with just a few more minutes of walking.

"As there is virtually no refreshment at the barrage, the pavilion is an excellent halfway turnaround point for a walk from the Bay, with refreshments offered.

"This will greatly increase the demand for the offerings of the pavilion. And so the walkway along the cliffs should be a critical part included in any pavilion refurbishment re·fur·bish
