Call to set up human security council in Arab region.

DOHA Arab Democracy Foundation Secretary-General Mohsen Marzouq has suggested the setting up of a council for human security in the Arab region. He made the suggestion on Monday during a preparatory conference organised by National Human Rights Committee (NHRC), ADF and No Peace without Justice (NPWJ). The meet is in preparation for the Forum for the Future that will take place in Morocco in November. The two-day conference on "A New Vision of Human Security in the Arab Countries'' brought together NGO representatives, university professors and human rights advocates to discuss the obstacles preventing the achievement of human security in the region. Marzouq said that two wars in Lebanon and Palestinian and five armed conflicts have occurred in the region since the Forum for the Future took shape. He urged Arabs to think deeply to redress the decline in development and democracy for achieving a better future. The conference was opened by Assistant Foreign Minister for Follow-up Affairs HE Mohamed Abdullah al Rumaihi who appreciated the presence of the thinkers and researchersfor discussing the challenges of the development process in the Arab region, identifying its shortages and exchanging ideas to develop a new vision of human security. "Security is an essential for every human life. Through human history we have learned that a safe environment, in which men are secure, is a creative and productive environment. Human security and development are inter-related and have always had great impact on the growth of civilisations'', said al Rumaihi. Al Rumaihi stressed that the approach of focussing on state security without paying attention to human security has significantly developed, adding that both should be achieved together to ensure development. He said that people free from fear and need are more likely to be loyal to their communities and nations. In his speech, NHRC chief Ali bin Samikh al Marri said the conference is being held because of the keenness of the Arab civil society organisations to partner with governments in order to face emerging risks at local and international levels. "Conflicts, poverty, illiteracy, epidemics, natural disasters and pollution which have no geographical boundaries oblige us to develop coherent approaches to achieve human security by promoting international solidarity and helping poor countries'', said al Murri. Al Marri said that Qatar has paid great attention to reforms, political and socio-economic development and has hosted many meetings to deepen international dialogue about human security. He said that human security will not be achieved as long as Palestinians are living under siege in Gaza with the international community watching indifferently.
