California schools chief offers P-16 plan.
A new California plan recently unveiled by Jack O'Connell, the
state's superintendent of public instruction, would gain five years
of instruction for students, according to The Sacramento Bee.
He advocates a state-sponsored and free pre-school to all
4-year-olds whose parents want them to attend as well as better
preparation for high school graduates for college. The plan would
include tougher graduation requirements and advanced academic skills for
those who don't plan to attend college.
