) as the pooling administrator for the state's mandatory thousands-block number pooling trial for the 916, 323 and 925 area codes. The 916 NPA (1) (Numbering Plan Area) The Bellcore/Telcordia telephone area code system in use in the U.S., Canada, Alaska, Hawaii and islands in the Caribbean. See NPA code.

 has a mandatory start date scheduled for July 28, 2001; the 323 NPA has a mandatory start date scheduled for August 25, 2001; and the 925 NPA has a mandatory start date scheduled for September 29, 2001. The 916 and 925 NPAs will affect parts of northern California, and the 323 NPA will affect a portion of southern California outside of Los Angeles.

The Telcordia Center for Number Pooling Administration (TCNPA) includes a state of the art system that allows for online applications, data validation and reports during the pooling trial. The center is supported by the technical and software development experts of Telcordia. The TCNPA serves as pooling administrator for trials in Tennessee, Washington, Virginia and has been selected for trials in North Carolina North Carolina, state in the SE United States. It is bordered by the Atlantic Ocean (E), South Carolina and Georgia (S), Tennessee (W), and Virginia (N). Facts and Figures

Carriers were formerly assigned phone numbers in blocks of 10,000 on a rate center basis, which would potentially strand large quantities of numbers and cause a shortage of central office codes and area codes. This shortage would cause frequent area code changes and ultimately lead to a premature exhaust of the North American Numbering Plan “NANPA” redirects here. The North American Numbering Plan (NANP) is an integrated telephone numbering plan of 24 countries and territories: the United States and its territories, Canada, Bermuda, and 16 Caribbean

). Thousands-block number pooling is a number resource optimization technique. A pooling system provides more efficient numbering resource management and extends the life of area codes by allocating resources in blocks of 1,000 instead of 10,000.

Telcordia Technologies, known in the industry for its numbering administration expertise, has participated in the development of industry guidelines for thousands-block number pooling administration and implementation of telecommunications initiatives. In addition, Telcordia served for 14 years as the impartial administrator of NANP, provides the software for numbering administration in Canada, and continues to play a leading role in industry forums addressing key numbering issues, and policies.

On February 9, 2001 the Assigned Commissioner of the CPUC issued a Ruling Regarding Number Pooling Implementation for 2001 in Rulemaking 95-04-043 and Investigation 95-04-044 announcing Telcordia as Pooling Administrator for the mandatory trial in the 916, 323 and 925 NPAs and setting an implementation schedule.
