California Legislature Passes Crucial CALFED Bill; Governance Legislation Passed; Federal Authorization Awaits.News Editors/Government Writers SACRAMENTO, Calif.--(BUSINESS WIRE)--Aug. 30, 2002 The Association of California Water Agencies (ACWA ACWA Amalgamated Clothing Workers of America ACWA Assembled Chemical Weapons Alternatives ACWA Administrative Careers With America ACWA Assembled Chemical Weapons Assessment ACWA American Civil War Association ACWA American Clean Water Association ) on Friday hailed the passage of legislation creating a critically needed 'governance' structure for the CALFED Bay-Delta Program. If signed by Governor Gray Davis, SB 1653 (Costa) will enable balanced implementation of the state-federal plan to restore the Bay-Delta ecosystem while vastly improving the state's water supplies. "We are very pleased with the work of Senator Costa and the legislature to pass this bill and further solidify so·lid·i·fy v. so·lid·i·fied, so·lid·i·fy·ing, so·lid·i·fies v.tr. 1. To make solid, compact, or hard. 2. To make strong or united. v.intr. the CALFED process," said ACWA Executive Director Steve Hall. "CALFED holds the promise of a more secure water future for California, and the program now has the structure in place to fulfill ful·fill also ful·fil tr.v. ful·filled, ful·fill·ing, ful·fills also ful·fils 1. To bring into actuality; effect: fulfilled their promises. 2. that promise." ACWA will urge the Governor to sign Senator Jim Costa's (D-Fresno) bill, which passed the Assembly by a vote of 55 to 20 on August 28, and a vote of 23 to 9 in the Senate on August 29. A multi-agency partnership between state and federal agencies, CALFED was created in 1994 in response to ongoing conflicts over water supplies and environmental challenges in the Sacramento-San Joaquin Bay-Delta. More than 20 million Californians depend on the Delta for some or all of their water. Senator Costa's legislation stipulates the membership and authorities of a new 'California Bay-Delta Authority,' which will guide the program through its 30-year implementation. ACWA has supported CALFED legislation on parallel state and federal tracks this year, backing a governance bill on the state level concurrently with the reauthorization of federal funding in Washington. With Senator Costa's bill on the Governor's desk, pending legislation by U.S. Senator Dianne Feinstein Dianne Goldman Berman Feinstein (born June 22, 1933) is the senior U.S. Senator from California, having held office as a senator since 1992. To support or uphold the validity of; confirm. v.intr. its commitment to CALFED," Hall said. "We now look to the U.S. Congress to provide the federal share, and enable the federal agencies to participate as full partners."
