The Forum drew renewable power developers, environmentalists, utility officials, state agencies as well as national experts in the area of global warming and greenhouse gas emissions. The California ISO has been looking for additional ways to help the state meet its environmental policies. For example, the California ISO has devised a unique hybrid method to finance the transmission trunklines that are often needed to bring renewable energy resources to the grid. The Federal Energy Regulatory Commission The Federal Energy Regulatory Commission (FERC) is the United States federal agency with jurisdiction over electricity sales, wholesale electric rates, hydroelectric licensing, natural gas pricing, and oil pipeline rates. As the impartial operator of the wholesale power grid in the state, the California ISO conducts a small portion of the bulk power markets.
