The system is being planned by the California High-Speed Rail Authority, which will design, build, and operate the system. It expresses a convergence of will between the parties, indicating an intended common line of action and may not imply a legal commitment. with the Gateway Cities The Gateway Cities of Southern California are those located in southeastern Los Angeles County. There is some cross-over between these cities and those composing South Los Angeles, East Los Angeles, the South Bay, and the San Gabriel Valley. Council of Governments representing cities along the Los Angeles-Anaheim section providing for cooperation and collaboration in development of the high-speed train through their region. * A Request For Expressions of Interest to solicit input from individuals, private entities, and local governments across the state on potential sites for trainset maintenance facilities along the proposed high-speed train route. * Issuance of a Request for Expressions of Interest for Procurement/ Prequalifications of private partners who would provide services in connection with the planning, development and operation of the project. * A statewide public communications and outreach contract. * A contract for independent project management oversight.
