Harrigan, a member of the State Personnel Board (SPB) has served
as its representative on the Board since December 1999.
-- Benefits and Program Administration Committee: Rob Feckner, Chair;
William B. Rosenberg, Vice Chair. Feckner has been an elected
member of the Board since January 1999, elected by CalPERS school
members statewide. He also serves as the Vice Chair on the Health
Benefits Committee. He has worked for 21 years in the Napa Valley
Unified School District. Rosenberg has been an elected member of
the Board since July 1993, elected by and from all CalPERS
members. He also serves as the Chair of the Strategic Planning
Committee. Rosenberg, who is retired, spent more than seven years
with CalPERS as a retirement specialist.
-- Health Benefits Committee: Philip Angelides, Chair; Rob Feckner,
Vice Chair. Angelides became an ex officio member of the CalPERS
Board of Administration in January 1999 as a result of his
election as California State Treasurer. Feckner has been an
elected member of the Board since January 1999, elected by CalPERS
school members statewide.
-- Performance and Compensation Committee: Joseph Thomas, Chair;
Robert F. Carlson, Vice Chair. Thomas has been a member of the
Board since March 1997, to serve as the insurance industry
representative. He is the director of the BEST Life Assurance
Company of Irvine. Carlson has been an elected member of the Board
since 1971 and served as Board President from 1976 to 1985.
