Instead of showing off thoroughbred racing's biggest stars, the 14th Breeders' Cup The Breeders' Cup World Championships is an annual series of Grade I thoroughbred horse races operated by Breeders' Cup Limited, a company formed in 1982 by a consortium of North American racing organizations, led by the National Thoroughbred Racing Association.  will settle for creating new ones.

``Although the numbers are down from some prior years, we think the quality is as good as ever,'' Breeders' Cup president D.G. ``It's not as big a blow as it would be to a one-race event.''

The 94 pre-entrants are the second-fewest since 1988. The nine in the Juvenile is an all-time low. Only eight Europe-based horses are expected to start - also the fewest since '88.

Three races drew more pre-entrants than the 14-horse starting gate will accommodate. After the top 14 in those races were determined by points earnings and a committee's judgment, among those on the outside looking in were Exotic Wood, Swiss Yodeler and Advancing Star in the Sprint, Hesabull and Naninja in the Mile, and Marie J in the Juvenile Fillies.

Exotic Wood, who will draw into the field if one of the top 14 drops out between now and the announcement of final entries next Wednesday, was the 5-1 third choice for the Sprint in an early odds line published by the Daily Racing Form The Daily Racing Form, LLC (DRF) is a broadsheet newspaper founded in 1894 in Chicago, Illinois by Frank Brunell. The paper publishes the past performances of race horses as a statistical service for bettors on horse racing in the United States. .

Advancing Star's likely exclusion means trainer Richard Mandella, who won two Breeders' Cup races the last time the event was held in Southern California in '93, will not have a horse this time.

Formal Gold looks like the favorite for the Classic, which includes Belmont Stakes winner Touch Gold and eastern star Skip Away.

Skip Away trainer Sonny Hine said Wednesday he and his wife Carolyn Hine, the horse's owner, decided to pay a $480,000 supplemental nominating fee in part because of this year's change in Breeders' Cup rules. Such fees now are added to race purses, giving the owner the chance to win back his investment, and are applied to future Breeders' Cup races for the same horse.

The Classic purse, $4 million last year in Toronto, will be $4.4 million this year, making it the richest horse race ever.

Hine said he also wants to test Skip Away on the Hollywood Park track because he's considering chasing the $3 million bonus expected to be offered for sweeping the '98 Santa Anita Handicap The Santa Anita Handicap is an American Thoroughbred horse race held annually in the late winter at Santa Anita Park in Arcadia, California. It is a Grade I race for horses three years old and up, and is considered the most important race for older horses in North America during , Hollywood Gold Cup The Hollywood Gold Cup is a Grade I stakes race for thoroughbred horses inaugurated in 1938 at Hollywood Park Racetrack in Inglewood, California. It was run as a handicap race until 1997 when it was switched to weight-for-age conditions.  and Pacific Classic.

Notes: Larry the Legend won for the first time in eight starts since the 1995 Santa Anita Derby The Santa Anita Derby is an American Grade 1 thoroughbred horse race for three-year-olds run each April at Santa Anita Park in Arcadia, California and carries a purse of $750,000.  when he and jockey Kent Desormeaux led from gate to wire in the $65,600 Skywalker Handicap at Santa Anita on Wednesday.

Where the number of horses in a race exceeds the 14-horse limit, eight qualify for the field on the basis of points earned in U.S. graded stakes, and six others are picked by a committee of racing officials.
