CUNNINGHAM TO LEAD POLICE COMMISSION.

The Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  Police Commission on Tuesday elected David Cunningham David Cunningham may refer to:
  • David Cunningham (bishop) (died 1600), bishop of Aberdeen
  • Sir David Cunninghame of Robertland, Surveyor of the King's Works in Scotland 1602–1607 and in England 1604–1606
  • Sir David Cunningham, 1st Baronet
 III as its new president and Alan Skobin, Galpin Ford's general counsel, as vice president.

Cunningham, the son of former Los Angeles Councilman David Cunningham and a commissioner for two years, replaces Rick Caruso, whose two-year term as president ended but remains on the commission.

``I want to see us continue on the path that was started under (Caruso) with reforms in the department and make sure we continue to comply with the consent decree A settlement of a lawsuit or criminal case in which a person or company agrees to take specific actions without admitting fault or guilt for the situation that led to the lawsuit.

A consent decree is a settlement that is contained in a court order.
 and go beyond it,'' Cunningham said.

``We have seen a dramatic change in the running of the department and improved morale among officers and I want to see that continue,'' he said.

Cunningham said he also continues to be concerned over the size of the department and will push the City Council to amend its limits on the department's growth as well as find money for other improvements within the department, particularly its labs and scientific investigation divisions.

Skobin, a lifelong Valley resident, recently succeeded Bert Boeckmann, owner of Galpin Ford, on the five-member panel.

Caruso said he was pleased with the accomplishments of the commission during the past two years amid all the controversy it faced.

In addition to the consent decree implementation, the panel agreed with Mayor James Hahn's decision to not give a second contract to former Chief Bernard C. Parks Bernard Parks (born December 7, 1943 in Beaumont, Texas) is a member of the Los Angeles City Council, representing the 8th District in South Los Angeles and former Chief of the Los Angeles Police Department.

Parks attended Los Angeles City College, received his B.S.
 and went on a nationwide search to hire Chief William Bratton.

``We've had some difficult decisions to make, but we made them and I think we've made the department better,'' Caruso said. ``I think we have restored the independence of the commission as head of the department and improved the luster of the LAPD.''

As an example of that, Caruso cited the newest class at the LAPD academy that includes 14 officers who had left the department and wanted to return.
