According to the report, six intersections will be significantly impacted. But traffic at four of them would be mitigated by adding traffic lights and other traffic improvements costing the developers an additional $656,800. On the positive side, the upscale shopping center shopping center, a concentration of retail, service, and entertainment enterprises designed to serve the surrounding region. The modern shopping center differs from its antecedents—bazaars and marketplaces—in that the shops are usually amalgamated into on Devonshire Street between Lindley and Zelzah avenues would provide educational benefits for Cal State Northridge students through job training, and lectures by business owners and managers of the retail companies on business topics, the report says. The 220,000-square-foot center on 20 acres of little-used university land also would create 300 jobs and generate $1 million for the university in lease revenues and $1.25 million in local sales taxes sales tax, levy on the sale of goods or services, generally calculated as a percentage of the selling price, and sometimes called a purchase tax. It is usually collected in the form of an extra charge by the retailer, who remits the tax to the government. . Frank Wein, facilities director of CSUN's North Campus, said developers, who estimate the center's cost at $25 million, are talking to Noun 1. talking to - a lengthy rebuke; "a good lecture was my father's idea of discipline"; "the teacher gave him a talking to" lecture, speech rebuke, reprehension, reprimand, reproof, reproval - an act or expression of criticism and censure; "he had to such retail heavyweights as Circuit City and Bristol Farms Bristol Farms is a grocery store chain that markets itself as being "upscale", with thirteen stores located mainly in the Southern California market. That's what we're doing.'' Opponents, which include many owners of existing businesses in the CSUN CSUN California State University Northridge area, said they were less concerned about environmental impacts than they are about the competitive impacts of the development on their stores. ``There is no possible way you can explain to a reasonable and intelligent person that a retail center is being built for educational purposes,'' said Barry Pascal, owner of Northridge Pharmacy for the past 25 years. ``All they care about is the money. But they never asked the business community how they can help.'' Pascal, who has hired many Cal State Northridge students and grads, said the center's presence will make local business owners feel like competitors of the university, rather than supporters. Parag Vaish, Associated Students vice president at the university, said although he was skeptical at first, he sees the center's potential educational benefits and supports ``anything where the students could gain work experience and income.'' Market Center would be about a sixth the size of the Fallbrook Mall in West Hills, and include room for six large stores, several smaller ones, a food court and 929 parking spaces.
