The developer, Hopkins and Cousins of Newport Beach Newport Beach, residential and resort city (1990 pop. 66,643), Orange co., S Calif., on Newport Bay and the Pacific Ocean; inc. 1906. It is a popular seaside resort and yachting center. Manufactures include electrical and medical equipment, computers, boats, and adhesives. , must now enter into lease negotiations with CSUN CSUN California State University Northridge  and create a detailed plan for the project, slated for the land along Devonshire Street between Lindley and Zelzah avenues.

University officials have estimated the project could generate about $900,000 a year for the campus.

``We would love to be under construction by next summer,'' said Elliot Mininberg, a Northridge professor and member of an independent corporation formed by the university to oversee the project. ``I don't think that we can beat that deadline.''

Mininberg said it could take several months to hammer out a deal, formulate plans and receive the necessary permits to begin building. All final plans would again need CSU See DSU/CSU.

However, the facility may have to be moved in the future if it gets in the way of the planned movie theater complex.

Mininberg said the university and developer plan to hold a series of public meetings to discuss traffic and economic concerns with the community. No date has been set for the meetings.

Despite the offer of public meetings, Barry Pascal, owner of Northridge Pharmacy at Reseda Avenue and Nordhoff Street, isn't happy about the project.

He is concerned it will compete with longtime businesses in the area.

``They need to take into consideration the surrounding community and the influence that their development has,'' he said. ``I want to be a part of the process. I would like them to listen to my opinion.''
