CRIME ANALYSIS GETS FASTER; CHIEF SAYS NEW SYSTEM TO SPEED RESPONSE.

A computerized approach to crime-fighting that will be launched in the San Fernando Valley San Fernando Valley

``It's not a fad. It's a strategy we believe will be a long-term fashion,'' Parks said.

The Valley was selected as the pilot for FASTRAC - focus, accountability, strategy, teamwork, response and coordination - because the bureau had developed a crime statistics analysis unit two years ago, Parks said.

Parks said he plans to implement the program citywide by early 1998.

 at the first Valley Bureau FASTRAC meeting with the commanders of the six Valley Bureau divisions. Parks said he will lay the groundwork for regular weekly meetings in which he will question commanders on their response strategies and their effectiveness in identified crime hot spots.

The commanders also will discuss issues of fear of crime, quality of life and management.

The area commanders responsible for the Valley program are Capt. Ronald Bergmann of Foothill Division, Capt. Richard Wemmer of Van Nuys, Capt. Valentino Paniccia of West Valley, Capt. Richard Wahler of North Hollywood, Capt. Vance Proctor of Devonshire and Lt. Joseph Rezzo of Valley Traffic.

``Everybody will be sitting at the same table with me, so when we're dealing with an issue where we need other people's help, they're there. They hear the help we need and there's an instantaneous response,'' said Deputy Chief Michael Bostic, who oversees Valley operations. ``In an organization as large as we are now, it's difficult to get that kind of response.''
