Irwin Karp, 63, could face up to six years in prison when he is sentenced Jan. 20 for selling $1,049 ``pre-need policies'' to residents in 1993-94, then spending the money on himself.

``This plea will hopefully bring some justice to the victims,'' said Deputy District Attorney Audrey Rohn. ``It will also bring accountability to Mr. Karp. And I hope it sends a message to others that Ventura County will not tolerate people ripping off senior citizens.''

By failing to place the money in a trust fund, survivors were once again billed after the buyers died, officials said.

Under the agreement, Karp has agreed to pay restitution to all the victims, Rohn said.

Karp, who remains free on $20,000 bail following his May arrest, originally pleaded guilty to 13 counts of grand theft.

But he withdrew the plea last month when he was warned that a further review of the charges guaranteed a prison sentence if convicted.
