Having the plaza bordered by two-story buildings will give it a sense of enclosure, provide some protection from weather, and provide more activity for the center. That additional activity will provide more ``eyes on the street'' for security, city officials said. One issue the Planning Commission attempted to address was the limited development in the frontage property area along 10th Street West.
