If Eugene aspires to be the "World's Greatest City of the Arts and Outdoors," then a newly released report from the Oregon Arts Commission may serve as the latest reality check.

The outdoors, as always, are just fine around here.

But maybe our arts, specifically our creativity, need an oil change?

Not only is Lane County not No. 1 in the world for all things creative, it's only No. 3 in the state. And it's only marginally above the national average. That's if you believe in Oregon's first-ever Creative Vitality vi·tal·i·ty

On the other hand, maybe we need to buy more oboes and clarinet clarinet, musical wind instrument of cylindrical bore employing a single reed. Then again, the "World's Greatest City for the Arts ..." slogan A slogan is a memorable motto or phrase used in a political, commercial, religious and other context as a repetitive expression of an idea or purpose.

Slogans vary from the written and the visual to the chanted and the vulgar.

But why a Creative Vitality Index? Why now?

The study, conducted by Hebert Research, an economic and market research firm in Bellevue, Wash., was modeled after the one done for 2004 by the Washington State Arts Commission, the only other state to ever produce a CVI.

D'Arcy hopes the index, which crunched numbers for 2005, will be done annually and becomes a voice in Oregon's dialogue about the creative economy, and that it might be used to attract new business to the state and create new jobs in the creative sector. "It's not a comprehensive economic impact study. It's a new index that looks at how people participate in the arts," she said.

The commission says the state's creative health is robust.

Although most arts economic impact studies measure the impact of nonprofit A corporation or an association that conducts business for the benefit of the general public without shareholders and without a profit motive.

Nonprofits are also called not-for-profit corporations. Nonprofit corporations are created according to state law.
 arts organizations, the CVI study includes the thousands of people who make their living in the creative world: visual artists, graphic designers, writers, architects and so on.

Lane County finished second highest in the state in the "arts occupational index" - a ratio of arts-related jobs to other jobs - behind Multnomah and Washington counties.

Lane County's top-rated arts-related primary job? Graphic designers. We had 241 in 2005 whose primary job was graphic design, according to the study. The most scarce primary arts-related job in the county? A tie between actor and fashion designer. Two jobs each.

Other interesting occupational numbers in Lane County's arts world? The top-rated secondary arts-related job was librarian - 154 of those; nine dancers in the primary job category; four sound engineering technicians Description

The only other category where Lane County finished No. 2 (we didn't claim victory in any) was in per capita bookstore sales at $68.62, coming in behind Benton/Lincoln/Linn at $81.35.

CREATIVE VITALITY INDEX

Based on a model developed by the state of Washington, the Oregon Arts Commission crunched the numbers in 15 county clusters using census data, public participation in the arts, and arts-related employment, producing the following per capita CVI numbers.
