Customer Potential Management (CPM (1) (Critical Path Method) A project management planning and control technique implemented on computers. The critical path is the series of activities and tasks in the project that have no built-in slack time. ) Corporation, a pioneer in the development of Customer Relationship Management (CRM (Customer Relationship Management) An integrated information system that is used to plan, schedule and control the presales and postsales activities in an organization. ) solutions for healthcare, has released a new white paper, "Patient Privacy in an Information Age: Implementing HIPAA (Health Insurance Portability & Accountability Act of 1996, Public Law 104-191) Also known as the "Kennedy-Kassebaum Act," this U.S. law protects employees' health insurance coverage when they change or lose their jobs (Title I) and provides standards for patient health,  in Customer Relationship Management Programs." The paper is designed to help healthcare organizations comply with the final patient privacy regulations of the Health Insurance Portability and Accountability Act The Health Insurance Portability and Accountability Act (HIPAA) was enacted by the U.S. Congress in 1996.

According to the Centers for Medicare and Medicaid Services (CMS) website, Title I of HIPAA protects health insurance coverage for workers and their families when
(HIPAA) that the Bush administration made official on April 14, 2001.

Like HIPAA in general, the privacy regulations are quite broad and complex. In addition to governing the use of patient information for treatment and payment, it covers the use of data for patient communications. CPM's paper provides recommendations on the use of different types of patient data within the context of marketing and CRM programs. "There has been much confusion and different interpretations of what is permissible and what is not under this mandate," explains John Hallick, CPM president and CEO (1) (Chief Executive Officer) The highest individual in command of an organization. Typically the president of the company, the CEO reports to the Chairman of the Board. . "The good news is that HIPAA does permit the use of patient information for a variety of communications as long as certain provisions are made."

Those conditions include identifying the organization or sender, the purpose of the message, and how it would benefit patients. Recipients must also have an opportunity to refuse similar communications in the future, or an "opt-out."

Far from being too onerous or restrictive, HIPAA actually allows healthcare organizations more latitude in data use for customer communications than expected. Hallick believes the responsible application of HIPAA to such programs will actually help organizations improve their customer relationships. But the clock is ticking. Most healthcare providers have only two years, or until April 14, 2003, to get appropriate systems in place.

HIPAA was originally written to ensure health insurance coverage would continue when individuals changed jobs in the new economy. It has grown to include a number of other provisions besides those relating to relating to relate prepconcernant

patient privacy, including administrative simplification for transaction and code sets, security, and national employer identifiers.
