Verizon's actions came in response both to a joint complaint of Covad and AT&T at the New York Public Service Commission as well as Covad's advocacy on Verizon's application to provide long distance service in Massachusetts. Covad also plans to seek refunds for past over-charges based upon Verizon's discontinued rate structure for collocation power.
